A cannabis social club (CSC) is a private, non-profit association. Members grow cannabis collectively and share it among themselves for personal use, a model Spanish case law tolerates for closed, members-only cultivation and consumption. Clubs are not shops: nothing is sold to the public, and membership is never open to tourists walking in off the street. 02 ### How to join a club Joining typically means three steps: submit a membership application directly to the club, provide identification confirming you are a legal-age Spanish or EU resident, and attend an in-person interview at the club. Most clubs also ask for a personal recommendation from an existing member, and approval can take anywhere from a few days to a few weeks. 03 ### What it costs Membership fees and monthly contributions are set by each club individually and vary across Gran Canaria. Five days earlier the same controls turned up more than three kilos of hashish.** Neither was a drugs operation. Both were customs officers doing tax work — and that is the single most useful thing to understand about cannabis in Gran Canaria. Law stated as at 21 August 2026. ## The island's tax status is not a legal loophole. It is an extra checkpoint. **The Canaries sit outside the EU VAT territory: IGIC instead of IVA, duty-free allowances homeward, visibly cheaper goods.** Visitors notice, and infer that the islands are governed more loosely. They are not. The Código Penal and Ley Orgánica 4/2015 are State law and apply in Las Palmas exactly as in Madrid. What the tax status actually produces is the opposite of a loophole. Because the archipelago is a separate customs and excise territory, the Guardia Civil runs routine baggage and cargo controls at Gran Canaria airport and at the port in a fiscal-guard capacity — inspections a mainland domestic flight never encounters. The August 2026 seizures above came out of exactly those controls. ## Two islands in one, with two different club populations **Las Palmas de Gran Canaria is a working city of some 380,000 people, and its cannabis associations are built on residents.** Maspalomas, Playa del Inglés, Puerto Rico and Mogán are something else entirely: resort economies with a large northern European population that arrives in October and leaves in April. That winter-resident profile is unusual and worth naming, because it sits between the two patterns Spanish clubs are usually built around. A four-month resident is not a one-week tourist, and an association that has adapted to long-stay members behaves differently from one working a beach promenade. It is a fair thing to ask about before joining anything in the south. ## Gran Canaria is the ferry hub, and that matters **Routes run from here to Tenerife, Fuerteventura and Lanzarote, and an inter-island ferry is a *transporte colectivo* in law — as is a domestic flight.** Carrying cannabis on either is at minimum a grave administrative infraction under article 36.16 of Ley Orgánica 4/2015, with the grave band running from €601 to €30,000. Quantity, packaging or any indication of onward destination can lift it into article 368 trafficking. Whatever is lawful to hold in a private room in Vecindario does not become portable because the crossing takes two hours. ## The archipelago's own precedent **In November 2024 the High Court of Justice of the Canary Islands confirmed five years' imprisonment for each of the two founders of a cannabis association in the islands, and four years for its cultivator, for trafficking against public health together with unlawful association.** The court's reasoning travels. Members paid, collected and consumed elsewhere; the association controlled nothing after collection; on those facts it was a façade. That is the Supreme Court's standard from STS 484/2015, restated as recently as STS 328/2025 — and it is the standard a Gran Canaria club is measured against too. ## The baseline, stated plainly **An adult may consume and possess cannabis in a private place. That is decriminalised, not legalised** — no offence, but no right, and no lawful way to buy any. No autonomous community may regulate cannabis supply or consumption after STC 144/2017 and STC 100/2018; the Canaries never attempted it, and the regional statute Ley 9/1998 addresses prevention and treatment, not associations. A membership fee does not convert supply into a private act. Neither the endorsement by an existing member nor the waiting period before collection is required by any Spanish law — both are club custom, and both are better read as a sign of how carefully a place is run than as evidence of anything legal. ## Outside the premises **Consuming or carrying cannabis on a street, a dune path, a beach or a bus is that same grave infraction under article 36.16** — in Playa del Inglés and Puerto Rico exactly as in Telde, Agüimes or the Vegueta. A membership card is not a defence one step past the association's own door.
